TALKS WITH RUSSIA
Agreement “In Principle” BIG THREE DIPLOMATS Rec. 8.30 p.m. PARIS, Dec. 9. Diplomats of the Big Three Western Powers agreed “in principle” today to meet Russia in Four-Power talks in an effort to reduce world tension. The British and American Ambassadors concluded their conference at the French Foreign Office with agreement on the general content of separate Notes the three Governments will send answering the Russian suggestion of November 3 for FourPower talks on Germany. It is learned that the three Powers flatly rejected a meeting solely to discuss Germany, but will agree to a Big-Four meeting on all world problems.
