Transfer Of Sovereignty To Indonesia COMPROMISE PLAN ADVANCED NZPA—Reuter—Copyright Rec. 8.5 p.m. THE HAGUE, Dec. «. Indonesian delegates to the Nether-lands-Indonesian conference on Western New Guinea are understood to have proposed to transfer de jure sovereingty over the territory to the Indonesian Republic. This plan has been advanced as a compromise and de facto administration would be worked out later by expert committees. ■ The Dutch, according to well-in-formed circles, do not regard this proposal as a compromise. They contend that it retains almost the whole original Indonesian demand for the complete and unconditional transfer of the territory. The Dutch are known to be remaining firm in their stand that West New Guinea must continue under Dutch jurisdiction. They appear to feel that they have strong support of important international and security arguments. •
