RUSSIAN MOVE FAILS
TRIESTE GOVERNORSHIP NZPA—Copyright NEW YORK, Rec. 8.30 p.m. Mar. 28. Russia failed in an attempt before the Security Council to-day to put the Western Powers in the position of voting against their own candidate for the governorship of Trieste. Britain, France and tihe United States now contend that Trieste should be returned to Italy. In a surprise move in February, Russia agreed to the candidacy of Colonel Hermann Flueckiger, former Swiss Minister to Moscow, who had been nominated by Britain 18 months ago. To-day, Mr Jacob Malik (Russia) brought a resolution before the council to elect Colonel Flueckiger to the governorship. No delegate would request a formal vote, however, and the resolution was shelved indefinitely.
