POTSDAM AGREEMENT
VIOLATION BY RUSSIANS UNITED STATES OBLIGATIONS RELIEVED BERLIN, Mar. 28. The United States Military Governor, General Lucius Clay, said to-day that the continued violations by the Russians of the Potsdam agreement on Germany should relieve the United States of its obligations under the pact. “The United States cannot consider itself bound to carry out the Potsdam agreement in the face of continued violations,” General Clay said. He added that only objections by the Germans themselves could now prevent the formation of a separate Western State.
