ILLEGAL BUILDING
ACTION TAKEN IN BRITAIN LONDON, Jan. 21. The Minister of Works, Mr G. Tomlinson, declaring war on black market builders, announced that he had made an order empowering local authorities to take proceedings themselves against building control offenders, instead of confining prosecution powers to the Ministry. The present limits of the cost above which licences are necessary for building would be retained for six and the exception would be discontinued whereby work could be carried out on private dwellings with unpaid labour. Mr Tomlinson said this provision had been seriously abused. Unscrupulous individuals had been enabled to do extensive work. It was believed that the labour had been paid, but when challenged they insisted that the labour was unpaid, and afterwards it had been impossible to trace the labour employed or to obtain the necessary legal evidence for prosecutions. He thought the new decisions would stop a lot of illegal building.
