IMMIGRANTS FOR CANADA VIGOROUS POLICY PROPOSED (Rec, 8 p.m.) OTTAWA, Aug. 14. A vigorous policy of selective immigration for both agriculture and industrial workers, in readiness to be set in motion as soon as shipping is available, is recommended in the report of the Senate Immigration Committee tabled to-day. The report suggests that surveys be undertaken in Europe to determine the localities in which immigrants might be found and the problems to be overcome. Secondly. it proposes that immigration offices be openea 'in -Europe where prospective immigrants could be interviewed and the most desirable selected, and. thirdly that a survey be made in Canada to determine the agricultural and industrial employment resources available for prospective immigrants. The report urged that Canada should not stand idly by accepting only such immigrants as migl f offer to come to Canada, but should comb overseas countries for persons who would become real assets to Canadian life. Nevertheless, it is emphasised that shipping priority for servicemen and dependents should be maintained and the explanation for the shipping delay brought to the attention of prospective immigrants. The report stated. “There was unanimous accord among the witnesses before the committee that admissions should not exceed the number which can be absorbed without causing unemployment, -educing Canadian living standards and endangering Canadian economy. There was also unanimity on the point that increases tn the population are necessary if Canada is to hold its place in the nations of the world and maintain and improve the living standards at home”

SOUTH AFRICA’S PLANS JOHANNESBURG. Aug. 14 Field-marshal Smuts announced that the Government had decided to initiate an active immigration policy. It intends to establish offices abroad for the selection of European immigrants. He added that everyone knew what Australia, Canada, and other young countries were doing to obtain immigrants. ”If we don't use our opportunities, we shall be left with the leavings or nothing,” he said.
