ELEMENTS IN ARGENTINA COMING OUT INTO OPEN (Rec. 7 p.m.)) NEW YORK, July 7. In spite of concessions by the United States to Argentina, the Axis elements there are evidently feeling more secure and are coming out into the open, says the Buenos Aires correspondent of the New York Tiires. Two instances of this are Colonel Peron's appointment of Senor Jose Figuerala. a Spanish Fascist, as the President’s technical secretary, and Colonel Peron's refusal to accept the resignation as head of the Government Central Bank of Senor MieueP Miranda.

Figuerala was on the United States war-time “ black ” list, and Miranda is generally said to have been responsible for the delay in shipment of food to a hungry world. One of his collaborators is Heinrich Doerge, a German and a former associate of Dr Hjalmar Schacht, and he is “ wanted ” by the Allies as a war criminal. In the meantime, the Argentine Congress has adjourned until July 10 without ratifying the United Nations or Chapultepec pacts, which raises doubts whether the Administration is serious about obtaining an agreement on any but its own terms
