PROGRESS IN AMERICA PRELIMINARY PLAN PUBLISHED (Rec. 9 p.m.) NEW' YORK, July 7. The Presbyterian and the Protestant Episcopal churches have published a document embodying the proposed basis of urjion, the most important point of which is the formula for the mutual recognition of the orders under which ordained ministers of botli churches would receive the authority of both. No attempt is being made to abolish diversity of worship, but the document says it is expected that the United Church will have a common service book later. The document will be presented to the Episcopal Triennial General Convention in September with the recommendatoin that it be studied in all dioceses and missionary districts.
