BREACHES OF REGULATIONS PUNISHMENT BY COUNCIL (Rec. 9.30 p.m.) NEW YORK, July 6. The sub-committee which is drawing up the atomic control regulations has agreed that the Security Council must be the agency to punish violations of the regulations threatening international peace. No agreement, however, has been reached regarding the punishment of lesser violations. . The American Associated Press says that the United States wishes the atomic development authority to have the power to punish lesser violations, but Russia is reported to favour limiting the authority’s power to making recommendations to the Security Council.
