YOUTHFUL NEGRO MURDERER WASHINGTON, (Rec. 7 p.m.) June 10. The Supreme Court refused to rule whether Willie Francis, the Louisiana negro, should be sent to the electric chair for a second time. Francis, who was convicted of murder, survived the first execution attempt owing to mechanical failure of the electric chair. A new death warrant was issued, but Mr Justice Black, in the Supreme Court, ordered a stay of execution.
