NO SCIENTIFIC DISCUSSIONS (Rec. 1 a.m.) MOSCOW, Dec. 16. Mr Bevin told correspondents soon after his arrival that he was approaching the conference with practical hopes. He added that the talks on the subject of control of atomic energy would be approached from the point of view of policy. There would be no scientific discussions. There was no intention of rewriting the Washington agreements. Mr Bevin said Britain, in addition to her own reconstruction, wanted to help in the rehabilitation of other countries. Britain would fully share in promoting good relations and getting on with the constructive work ahead. “The world is in a terrible mess, and things at this stage in history cannot be settled by mere formulae. We are here for a practical job,” he said.
