MR BEVIN’S ARRIVAL PLANE RUNS INTO BLIZZARD (Rec. 9.15 p.m.) MOSCOW, Dec. 15. Mr Ernest Bevin arrived by air. His Skymaster ran into an icy blizzard after leaving Berlin, but carried on. Three Dakotas .carrying over 40 members of the Foreign Secretary’s staff, including many women, turned back to Berlin, The women said they were nearly half way to Moscow when the pilots agreed it was dangerous to continue in the storm. The Dakotas will leave Berlin to-morrow if the conditions improve. Mr Byrnes called on Mr Molotov for preliminary discussions. M. Vyshinsky and Mr Harriman were also present. Mr Molotov later received Mr Bevin. The preliminary talks of the Foreign Ministers’ Conference are expected to get under way soon after Mr Bevin’s arrival, says Reuter’s correspondent. Judging by Mr Byrnes's comments to the press, the discussions will open in an atmosphere of reasonable hopefulness. Mr Byrnes, referring especially to the recent agreements between the Powers in Berlin on the question of reparations and administration in Germany, said there were good signs of co-operation between the Big Three.
