PENAL REFORM
ANNUAL MEETING OF HOWARD LEAGUE * At the annual meeting of the Howard League for Penal Reform, a short talk was given by Dr Elizabeth Meyer on the analysing of criminal tendencies at an early stage. Dr Meyer pointed out how personality was reflected in handwriting, and how much could be done, tp correct self-damaging characteristics. The following officers were elected: Chairman, Mr A. Carter- committee— Mesdames A. Huband. R. Morris, M. Baxter. S. Bullock, Miss G. HarperTapp, and Messrs J. K. Alexander, A. Baxter, J. A. Brailsford, J. Moffett, R. Perryman, J. Steedman, J. Stephens, and A. Carter; secretary, Miss HarperTapp. It was decided to hold the first meeting in the New Year early in February.
