TRIBUNAL SUGGESTED (Rec. 7 p.m.) NEW YORK, Oct. 2. The National Lawyers’ Guild has asked President Truman to revise the war crimes policy, and urged immediate discussions by representatives of the “ Big Powers ” to agree to establishing an international military tribunal to prosecute and punish Japanese war criminals. The president of the guild, Mr Robert Kenny, said the present policy was so limited in concept as to leave unpunished many major war criminals. The adoption of the guild’s policy would mean the arrest of Emperor Hirohito as the person chiefly responsible for planning and waging the war. The fact that surrender was accepted from Emperor Hirohito was irrelevant.
