AMERICAN' EXPANSION (Rec. 8 p.m.) NEW YORK, Oct. 21. Contrary to the British suggestion that the United States should curb postwar exports, the Government is preparing to go all out to promote maximum foreign trade, says the HeraldTribune’s Washington correspondent. The State Department 'has already begun a broad expansion foreign trade division, increasing the staff by 5000 to 9000 More consular offices will be operated than ever, and economic personnel will be attached to. diplomatic Experts in specialised.subjects, such as aviation, will watch American interests in their field in the .principal, counttries. Many experts believe that expanded exports will be a vital factor in maintaining full post-war employment.
