THREE BY-ELECTION CANDIDATES (Rec. 10 p.m.) LONDON, Feb. 8. Mr Robert Goodall, a 27-year-old farm bailiff, entered a last-minute nomination for the West Derbyshire by-election. There are two other candidates, namely, Lord Hartington (Conservative) and Alderman Charles White (Independent Labour). Mr Goodall announced that he was conducting an “ austerity campaign ” as an Independent Agricultural candidate, and would deliver only one election speech. ,
