MR SUMNER WELLES
IMPORTANT DIPLOMATIC POST (Rec. 11.30 p.m.) NEW YORK, Aug. 11. The Washington correspondent of the New York Times says it is learned in diplomatic circles that President Roosevelt will assign the Under-secre-tary of State, Mr Sumner Welles, to an important diplomatic post connected with the war effort, which will take him outside Washington, possibly outside the country. Therefore, it is expected that Mr Welles will be replaced as Under-secretary of State.
