CLUTHA COUNTY

MEETING OF COUNCIL At the monthly meeting of the Clutha County Council at Balclutha there were present: Crs W. J. McKenzie (chairman), Robert Brown. A. V. King, C. C. Shaw, T. Maginness, J. K. Ross, James dimming, A. T. Harris, J. W. Dunn, W. H. Thomson. The treasurer reported receipts to January 27 at £2499 4s 2d, including apportionment of heavv traffic fees £844 9s lid. Expenditure totalled £4258 13s Bd. including heavy traffic fees £967 19s 9d, road and works £765 Is lOd, hospital levy £467 14s Id.—The report was adopted and the accounts passed for payment. Mishap to Gravel Drag Cr A. V. King reported on a mishap to the gravel drag, and said that the River Trust engineer had refused the use of the steamer Clutha to right matters on the ground that a certificate would be required. He considered that representations should be made to the River Trust on the subject. The engineer said he did not think the steamer would have made much difference, the public works winch having done all the steamer could have done. The high river had prevented further operations.—Cr Cumming moved that the Works Committee and the chairman attend to the matter.—Carried. Cr Ross referred to Smith Bros.' sawmill that was on the Southland County boundary in Maclennan Riding and the road on the other side of the river in Southland County. He thought the latter body should be approached.—Cr Maginness said the money from the timber royalties should be spent on the road on the Clutha side, which was an unmetalled road.—Cr Ross and the engineer were deputed to inspect and report. Cr Harris suggested that Cr Shaw take over the supervision of the Port Molvneux plantation.—Agreed to. Kaka Point Motor Camp

Cr Maginness referred to the state of the Kaka Point motor camp. It had beer, handed over to the local Domain Board, but he had found it in a bad state. —Cr Shaw was deputed to furnish a report on the camp. Traffic Inspector R. Wilkinson submitted a report for the month of December, and stated that he would like to bring before the council's notice the fact that road safety signs on the Balclutha-Owaka road were in many cases covered with an overgrowth of scrub. —It was decided that the engineer interview the land owners responsible. E.P.S. Expenditure E. B. Lothian, secretary, Balclutha E.P.S. Executive, wrote that it had been agreed subject to the council's approval, to include Rosebank in the Balclutha E.P.S. district. This would ensure a greater measure of efficiency and cohesion in the matter of emergency precautions services and would relieve the council of the necessity of organising this area. As the taking over of this area would entail an additional drain on the funds it was suggested that the council make a contribution of £lO towards the funds of the Balclutha E.P.S.—Cr Shaw said the Act of 1940 was very definite that the local body was responsible, and any expenditure would have to be borne by the local body. Pie did not think the county should be called on to oav all the expenses of the E.P.S. The State would have to do that ultimately. Cr Maginnes moved, as an amendment, that the E.P.S. be informed that the council had not decided yet to spend money on this work, and in any case it should not be done in a piecemeal way. Cr Dunn agreed with Cr Maginness that any expenditure should be borne by the whole country. Cr Maginness's suggestion was carried. Liability Not Acknowledged F. Cooke, secretary of the Paretai Dairy Factory Company, wrote that when the Paretai punt broke away recently it had been necessary to employ a carrier to bring the milk of the suppliers on the Bruce side of the river to the factory. The directors wished to know if the council was prepared to meet them in the matter of cartage cost, which would be approximately £6.—Cr Maginness said this was an act of Providence, and the council had no liability in the matter. — Cr King moved that the letter be received. —Agreed to. The tender of the Balclutha Transport Company, at £233 6s 8d was accepted, subject to approval of the Public Works Department, for the approaches to the Piawata Creek bridge. The estimate for the work was £2lO.
