SUNDAY'S BLACK-OUT

STRINGENT- REGULATIONS When the complete black-out trial is held in Duhedin on Sunday night. between the hours of 9 and 11 o'clock, no light from any building, closed vehicle, or other covered enclosure should be visible from the street. Even a crack of light will be sufficient to create a breach of the regulations covering the requirements of a full black-out. ■ It is provided that lights may be displayed from any external lamp which any vehicle is lawfully equipped so long as the following conditions are complied with—namely:— (1) That the power of the lamp does not exceed seven Watts; (2) that the aperture through which the light is emitted is partly'obscured by covering the whole of the aperture with paper or some other uncoloured material having a density equal to that of two sheets of newspaper, and not wetted", oiled, varnished, or treated in any other way so as to increase its transparency, or is partly obscured by any other means so as to produce approximately the same effect; (3) that no light is displayed at any time while the vehicle is parked. The regulations do not apply to any light displayed on any vehicle used as an ambulance, and being at the time used on urgent ambulance service; a vehicle used for a fire brigade for attendance at fires and being at the time used on urgent fire service; any light displayed by any constable or any member of the forces acting in the course of his duty as such; any light displayed on any vehicle which is being used for the purposes of the forces, except to the extent to which the vehicle is made subject to the said clause by or in accordance with naval, army or' air force orders; any light exhibited with the consent of the Naval Board from a lighthouse or other structure on shore or from a light vessel or other floating structure, being a a light provided solely for the guidance of shipping; navigation lights displayed by aircraft or at aerodromes in accordance with instructions given by the Air Board. In the event of an actual attack, and during a trial of the lighting prescribed for such a period, no parked vehicle may display lights of any description. No vehicles may be parked, therefore, on any portion of a roadway, as all other exterior lighting will be switched off, and it will not be possible for the vehicle to be clearly visible at a distance of 150 ft.
