FIGHTING WEST OF ROSTOV GERMAN REGIMENTS ROUTED • LONDON, Nov. 24. A Russian communique states that in a three-day battle west of Rostov the Russians, routed " Viking," alpine, and tank regiments, which left 7000 dead. The Soviet forces had pushed forward 40 miles by dusk on Saturday. An effort to relieve the position at Rostov was made, where fierce street, fighting is still in progress. AMERICAN PATROL VESSELS WITHDRAWAL FROM YANGTSE PROBABLE LONDON, Nov. 24. The Shanghai correspondent of the Associated Press says it is authoritatively stated that the United States Navy Yangtse patrol vessels, as well as marines, will probably be withdrawn and taken to Manila. BACHELOR TAX IN RUSSIA LONDON, Nov. 24. The Moscow radio announced that a special tax will be imposed on bachelors and childless couples from December 3. Men between 20 and 50 and women between 20 and 45 will pay 5 per cent, of all their earnings. Soldiers, students, and pensioners are exempt.
