EFFICIENCY TESTS
THE PUBLIC SERVICE SUSPENSION DURING WAR CONFERENCE RESOLUTIONS (P.A.) WELLINGTON,. Oct. 14. The opinion that all efficiency tests and examinations instituted since the outbreak of the war for all divisions should be suspended in view of the state of war was expressed by the Executive Council of the New Zealand Public Service Association in a remit carried at the annual conference in Wellington to-day. Other remits carried included the following:— “That the Public Service Commissioner review the cases of all tern-, porary employess, including shorthand writers, typists, and office assistants, with a view to placing them on the permanent staff, where conditions warrant it, provided that they have the necessary qualifications and are filling a permanent position." Status of Employees “That the Public Service Commissioner review the position of temporary employees who are holding positions of a permanent nature at the Queen Mary Hospital, Hanmer Springs, with a view to placing those that are qualified on the permanent staff.” “ That women public servants with the necessary qualifications be afforded an opportunity of appointment to the clerical division.” “ That the association press for an amendment of section 13 (2) of the State Advances Corporation Act, 1936, which reads, ‘Every person appointed as an officer of the corporation after the commencement of this Act shall be appointed under the Public Service Act. 1912, save that no person shall be so appointed except on , the recommendation of the board,’ by the deletion of all the words after ’ 1912.’” “ That the association views with grave concern the appointments made from outside the service to positions without giving members of the service an opportunity of submitting their qualifications with a view to applying for these positions, and considers that all vacancies, both permanent and temporary. should be advertised in the public service official circular.” “That all candidates at departmental examinations be notified of the marks obtained for each examination paper.”Election of Officers Mr T. Pound (Wellington) was reelected president, and the following other executive officers were elected: — Vice-presidents—Messrs E. D. Sinclair, K. Menzies, C. E. Butcher, J. F. Berry: hon. treasurer. Mr R. Sinel; section representatives on the executive committee—Northland, Mr A. F. Blackburn; Auckland, Mr D. A. Paterson;. Waikato, Mr J. H. Renshaw; Bay of Plenty. Mr H, J. Hardie; Gisborne. Mr W. C. Smith; Taranaki, Mr F. H. Braun; Wanganui, Mr J. H. McKay; Hawke’s Bay, Mr J. A. Peterson; Palmerston North, Mr W. E. Barker: Wellington, Messrs C. E. Brown. 1 C. D. Pederson, G. F. Armes and J. Campbell;- Marlborough, Mr J. H. Etherington; Nelson. Mr J. H. Thornton; West Coast. Mr A. Dyhrberg; Canterbury. Dr J. L. Robson: South Canterbury. Mr G. A. Hayden: Otago. Mr A. W. Hampton; Southland. Mr W. J. Wakelin; Western Samoa, Mr J. G. Pound: women representatives. Miss R. Barnett and Mrs N. T. Churches.
