NEW PRESIDENT APPOINTED LONDON, Sept. 17. The independent French agency announced that General Catroux had appointed Sheik Taggendine President of the Syrian Republic. SYRIA’S INDEPENDENCE RECOGNITION BY ALLIES (Rec. 1 a.m.) DAMASCUS, Sept. 18. President Hassani, who was interviewed, said the Syrian Government would immediately exercise sovereignty. The Cabinet will include Ministers for Foreign Affairs and National Defence. The Allies would acknow’ledge Syria’s independence immediately, even before the conclusion of the treaty. Hassan Bey Hakin has been appointed Prime Minister.
