SHOCK FOR EXPORTERS DOMINIONS' LICENSING SCHEME (Rec. 8.45 p.mj LONDON, May 10. British exporters to • New Zealand and Australia received an unexpected shock with the announcement of a big extension of the export licensing scheme. Cotton piecegoods and metal cutting tools are prominent among the goods which henceforth can be exported only under licence. This is a serious blow to the Midlands, which was hoping that New Zealand and Australia would be able to buy increasing quantities of goods to make up for markets lost elsewhere. < The extent to which the United Kingdom Government is carrying its plans for' the concentration of industry on essential war needs is shown by the latest Board of Trade order requiring all cotton spinners and cotton and rayon weaving firms to submit before June voluntary arrangements for the limitation of production. Another group which must do likewise includes the manufacturers of toilet preparations, toys, fountain pens, corsets, cutlery, carpets, gloves, hosiery, and many other goods. Other recent licensing orders cover electric insulated wire cable, vitaminised oil and emulsions, wireless receiving valves, machine tool jigs, and certain engineers' tools.
