COMPLETE OCCUPATION MANY DIVISIONS OF TROOPS LONDON, Nov. 7. (Received Nov. 8, at 1 a.m.r - The Istanbul corresponds of The Times, describing the German occupation of Rumania as all-pervading, says 18 divisions was a moderate estimate of the Germans in Rumania at the end «f September. 'lt has been announced that 750,000 Rurhanians will be trained and incorporated jn the German Army. Members of the Gestapo have taken over the control of the Secret Service, and German officers receive-a daily indemnity from the Rumanian Government, ; while the troops are allowed to forward to Germany 100,000 parcels of foodstuffs a month, duty; free.'. . ..'_.
