RELEASED TO RUSSIA
OIL TANKERS AND TOOLS ACTION BY AMERICA WASHINGTON, Oct. 15. (Received Oct. 16, at 11.30 p.ra.) President Roosevelt, in reply to a question at a press conference, said that machine tools not required for defence would be available to Russia and other friendly Powers. It is understood that 7,000,000 dollars’ worth of tools and 51,000 tons of oil tankers for the transport of gasoline have been released to Russia since August. The President has instructed the Army and Navy Munitions Board to list important war and economic material sold but not delivered to foreign nations. The Munitions Board will determine whether such material should be requisitioned for United States defence or released.
