PREPARATION FOR WAR PRESIDENT’S DECLARATION (Received Oct. 16, at 11.50 p.m.) WASHINGTON, Oct. 15. (Received Oct. 16, at 11.50 p..m) President Roosevelt, broadcasting on Registration Day, said: —“ Those who dared to threaten the whole world with war, those who created the name and deed of total war, have imposed upon us and upon all free peoples the necessity for preparation for total defence. But this day not only imposes a duty; it provides also an opportunity for united action in the cause of liberty, an opportunity for continuing the creation on this continent where free people alone shall be master, where the people shall be truly free.”
