AMERICAN DESTROYERS
FAULTS IN CONSTRUCTION INSUFFICIENT STABILITY WASHINGTON, Oct. 14. (Received Oct. 15, at 11.55 p.m.) Major, reorganisation in the Navy Department is being carried out as the result of the revelation of faulty design and construction in new units, particularly 12 1600-ton destroyers of the Anderson class, five of which have been commissioned and show insufficient stability under some conditions. The changes include the transfer of Rear-admiral Harold Bowen, former chief of the Engineering Bureau, to command the Naval Research Laboratory; Rear-admiral Williams Dubose, former chief of the construction bureau, to command of the model basin; and Captain Allan Chantry, former chief of the design section, to the Philadelphia naval yard.
