PERSONNEL OF CABINET FALANGISTS AND THE ARMY MADRID, Aug. 10. General Franco’s new Cabinet comprises himself as Premier, Senor Suner (Minister of the Interior), Colonel Beicbeder (Foreign Affairs), General Varella (Minister of War), and General Yague (Minister for Air). The Ministry is a union of the Falangists and the army. General Franco is empowered to issue decrees without reference to anyone.
