QUESTION OF GUARANTEES NEW FRENCH PROPOSALS PARIS, June 7. (Received June 8, at 0.15 a.m.) The formula of the pact which the Quai D’Orsay believes offeis a solution of the Anglo-Soviet difficulty with regard to the Baltic States is being submitted to Britain. The formula will not formally guarantee security to the Baltic States, but provides an undertaking by the three Powers to guarantee the status quo in Eastern Europe. It is believed that this will be acceptable 1o Moscow, while not increasing the French and British commitments in lurone.
