MOSGIEL BOROUGH COUNCIL

MONTHLY MEETING The monthly meeting of the Mosgiel Borough Council was held last evening. The Mayor (Mr W. P. Hartstonge) presided, and Crs H. C. Connor, G. Smith, J. S. Blackie, W. P. Dyer, J. F. McCartney and E. J. Wilson were present. Correspondence .

The Controller and Auditor-general notified, in answer to the council's letter, that the provisions of section 23 (2) Local Bodies Loans Act, 1926, applied only to the amount of rate made as security for a loan and not to the amount of the rate levied each year to meet annual charges thereon.—Noted. The inspector of housing construction asked for drainage and water extensions in Green street to the Government houses being erected there.— The drainage work to proceed if the applicant paid one-third of cost and the water extension if one-half of the cost were paid. „ , Mr T. E. McMullan, for the Natural Justice movement of New Zealand, forwarded the copy of an article in the Commonweal of New Zealand dealing with certain aspects of local bodies' financial provisions and general status. —lt was resolved to leave the matter on the council table for the perusal of councillors. ~ , _. The Taieri Cricket Club applied for the use of the Recreation Ground for a match with a Milton team on Labour Day.—Granted. Mr J. Mitchell, on behalf of the residents in Bush road, from Gordon road to Forfar street, requested that the council tar-seal the footpath the full width in front of their properties. They were prepared to contribute up to £5 for this work.—To be attended to. The Dunedin Metropolitan Fire Board advised that Mr T. G. Tomkins had been elected to the board as representative of Mosgiel Borough Council, Green Island Borough Council and <St. Kilda Borough Council—Noted. Reports

The Works Committee reported that the following work had been carried out since last meeting:— Septic Tanks.—All channels and outlets have been cleaned and kept clear. The discharge is distributed through the trenches adjacent to the tanks. Water Supply.—Dead ends of mains nave been run off. Four defective services and three defective stop-cocks were repaired. The service along Ric«arton road was repaired and lowered.. An inch extension was laid in Irvine street to serve the Government housing block. Meters were installed on two extraordinary services within the borough. Two new services were put in. Drainage.—One sewer connection was laid.in Irvine street. The inside portion of the drain was inspected and tested. Drains at the Mosgiel School and in King street were also tested. Maintenance.—The path in Bush road is being raised with clay spoil and prepared for tar-sealing. Paths in Cargill street and Church street were patched and sealed. The patching of Gordon road and Factory road was attended to. Power grader has been out on Bush road, Factory road and Gordon road. Intersections of streets were surfaced and pedestrian crossings repainted. A level crossing was put in to a property in Glasgow street. Scheme 13 men have, been employed on the pipeline, Whare Flat; sealing, footpaths, and preparing for concrete channelling. Borough Outside Staff.—Mr M. G. Young has been appointed to the vacant position of labourer on the council's staff. School Water Supply—lt has been decided that in future the water supply to the school should be metered and charged for at extraordinary water rates, instead of a fixed sum being paid annually as in the past. Dangerous Corner.—ln order to improve the visibility at the corner of Bruce street and Queen street, the property owner concerned has been requested to cut back his hedge to the boundary of the property. The report was adopted. The Finance Committee reported as follows:

Receipts and Payments.—For the period April 1 to May 24, 1939, receipts totalled £764 13s 7d and payments £1348 5s Id Outstanding Rates.—Rates outstanding on May 25 amounted to £351 13s, including £6B 9s 9d owing by the Crown. Instructions have been issued for the collection of these rates, and in a number of cases summonses will be served.

Accounts.—The committee has examined and passed for payment accounts totalling £IBO2 2s 2d as per list No 644.

Report adopted. The General Committee reported as follows:—

Wandering Stock.—The ranger reports that the streets are comparatively free from wandering" stock, but that there are many dogs at large. Under the borough by-laws, the ranger has power to take possession of any dog found wandering at large in any street of the borough. The owner of any such dog may regain possession of the animal on payment of a sum not exceeding ss. otherwise the dog may be destroyed after the lapse of a period of three days. , The committee is of opinion that it is only by the exercise of the powers given the ranger in the by-laws that the streets will be freed from stray dogs, and it is proposed to instruct the ranger accordingly. Building Permits.—Since the last meeting of the committee nine building permits have been issued, the value of the work involved being £3130. Drainage and Plumbing Regulations. —These regulations have now been made applicable to the Borough of Mosgiel, and a copy may be inspected at the council offices. Parking Area By-law.—The traffic inspector has been asked to investigate a breach of the by-laws dealing with parking areas, and to take appropriate action. —Report adopted. The Reserves Committee reported as follows: — Recreation Ground.—The committee has considered a request from the Taieri Ladies' Hockey Club that a broken light in the recreation ground be repaired. The club has been informed that the maintenance of the lights in the recreation ground is a matter for it to attend to itself. It has been decided to communicate with the Taieri Football Club regarding the use of the playing area for practice purposes. The committee has accepted the tender of Mr A. W. Hensley for the pupply of six seats, which will be placed on the recreation ground—Renort adopted. General The application of the Taieri Pipe Rand for the use of the pavilion in the recreation ground for practices was declined. . , , The report of the St. John Ambulance Association was laid on the table. The Mayor said that the Mosgiel branch was doing useful work. The ladies' branch had a strong membership, but the men's class was small. Membership was more necessary at present than funds, and new members would be welcomed. The present members attended at football matches and similar functions, and there was room for a greater number to join in this useful work. , ~ , It was decided to instruct the foreman to have markings made by crayons on the soldiers' monument in the park removed, and any lettering requiring attention to be renewed.
