JAPAN’S INTENTIONS NEW ORDER IN EAST ASIA i (Independent Cable Service) TOKIO, Dec. 19. Mr Arita (Minister of Foreign Affairs) told the foreign press that Japan wished to establish a new order of co-operative co-ordination in East Asia which would necessarily be a measure of self-defence in face of world-wide Customs bar-‘ riers. The activities of other Powers, therefore, would be subject to restrictions necessary for the economic security of Japan, China, and Manchukuo. The provisions of the NinePower Treaty were inapplicable under present conditions, and should be replaced by the new order.
