AVERAGE LEVEL IN BRITAIN LONDON, Dec. 18. The average level of retail prices for commodities at December 1 was approximately 56 per cent, above the level of July, 1914, as compared with 56 per cent, at November 1, 1938, and 60 per cent, at December 1, 1937.
