RULE IN INDIA

NO PRESSURE BY BRITAIN (British Official Wireless) RUGBY, Dec. 16. The Under-secretary for India (Lieut.-colonel A. J. Muirhead) stated in the House of Commons that in India the paramount power would not obstruct the proposals for constitutional advance initiated by the rulers of the Indian States, but Britain had- no intention of bringing any form of pressure to bear upon them to initiate constitutional changes. It rested with the rulers themselves to decide what form of Government they should adopt in the diverse conditions of the Indian States. The obligations of the paramount Power to States extended to the protection of rulers against violence and disorder, and to advising and assisting rulers in remedying such legislative Grievances of their subjects as might be found to exist.
