ABROGATION PROBABLE A JAPANESE DECLARATION TOKIO, Nov. 2. The Foreign Office Spokesman stated at a press conference that it was his personal opinion that the Asiatics believed the holding of colonies and privileges by Western nations in the Asiatic zone was wrongful and should be eliminated. He smilingly declined to discuss the matter further when faced with a barrage of questions, but the statement is considered a prelude to abrogation of the Nine-Power Treaty.
