YESTERDAY'S PROCEEDINGS t HOUSE OF REPRESENTATIVES (From Our Parliamentary Reporter? WELLINGTON, Oct. 27. Defence topics were discussed at length during to-day's sitting of the House of Representatives when the second reading debate was taken on the Army Board Bill,'the first of three measures dealing with army and air control which are before the House. The Bill was read a second time just before the House adjourned to-night and the committee stages will be taken to-morrow. During the afternoon the Local Government (Amalgamation Schemes) Bill, which was circulated at the end of last session, was re-introduced preparatory to being sent to a committee. The House rose at 10.30 p.m.
