TRAMP SHIPPING
MINIMUM FREIGHT RATES VOLUNTARY SCHEME ACCEPTED LONDON, Oct. 25. Owners of tramp shipping have accepted a voluntary scheme of cooperation applicable to British tramp shipping from January 1. Owners are required to execute a binding agreement and to comply with minimum freight rates and other conditions specified by the Administrative Committee. One vital clause is designed to prevent accumulation of arrears. Subscribers are bound to observe pay rates and service tonnage- specific conditions laid down by the National Maritime Board. The cost of the Administrative Committee and . administering the scheme will be defrayed by voluntary contributions. Breaches of the scheme are punishable by fines levied by a single arbitrator.
