ARMS LIMITATION
ITALIAN LEADER'S PROPOSAL LOOKING TO AMERICA (United Prtw Anodation) (By Electric Telegraph—Copyright) ROME, May 27. "Signor Mussolini's arms limitation* proposal comes from the head of a State well armed and ready disciplined, and is the result of studied willingness, not necessity, emphasises Dr Gayda in the Giornale d'ltalia. He adds that President Roosevelt is the best qualified to call such a conference because the United States has no necessity for huge armaments, thus to the United States ajkme can the task of arbitration between opposing European interests be entrusted. NO ACTION BY AMERICA, LONDON, May 27. It is understood that President Roosevelt has no intention of acceding to Signor Mussolini's suggestion. He is convinced that the conference would have little chance of success and might even advance world rearmament.
