COMPOSITION NOT POPULAR j TOKIO, Feb. 4. A conference of all parties rejected the Government's request for a voluntary adjournment of the Diet owing to dissatisfaction with the composition of the Cabinet; therefore the Emperor has prorogued the Diet for February 10.
