The Daily Telegraph's Paris correspondent says; the Government does not intend to reply to Herr Hitler's Reichstag speech, which, according to M. Delbos, merely brought back thh diplomatic! situation where it was before M. Blijim and Mr Eden appealed for German co-operation. M. Delbos added that as Herr Hitler had not replied to M. Blum, but only to Mr Eden, -the initiative for approaching Germany lay with Britain, especially regarding the demand for colonies and Germany's refusal to disarm. THE REPLY TO BELGIUM .BRUSSELS, Feb. 5. (Received Fob. 6, at 0.15 a.m.) The German Government's reply to the Belgian Note requesting details of Herr Hitler's promise of a guarantee of independence and territorial integrity to Belgium refers the Belgian Government to the German memorandum of March of last year, in which Herr Hitler proposed a 25-year non-aggression pact between France .and Belgium on the one hand and Germany on the other.
