SOUTH AFRICAN APPOINTMENT COMMENT BY GENERAL SMUTS PRETORIA, Nov. 20. (Received Nov. 21, at 5.5 p.m) The selection of a South African as Governor-General does not necessarily mean that future appointments will be confined to citizens of the Union, according to General Smuts, in a speech at a university dinner. " The principle involved," he " is simoly to complete equality and eligibility of all subjects of the King. In honouring Mr Duncan, the King honoured all South Africans. A feeling of deeper loyalty in South Africa will surely grow from this trust and confidence of his Majesty. Th- Empire has weathered all storms because it is based on the fundamental principles of liberty, equality and trust of the people."
