YESTERDAY’S PROCEEDINGS LEGISLATIVE COUNCIL (Per United Press Association) WELLINGTON, August 18. The Legislative Council met at 2.30 p.m. CIVIL LIST BILL Moving the second reading of the Civil List Amendment Bill, the Leader of the Council, Mr Fagan, said the appointment of undersecretaries was new in New Zealand, but not in Great Britain. It would not mean that a Minister would cease to function, but would delegate his powers only. Mr E. R. Davis suggested that members of the Legislative Council should be appointed as undersecretaries. Mr W. Perry supported the Bill, but said he thought that Council members should not be eligible for appointment. Replying, Mr Fagan said he did not think many under-secretaries would be appointed. There was no intention to appoint members of the Legislative Council. The Bill was read a second time, In Committee Mr Perry moved an amendment to make Legislative Councillors ineligible for appointment, but the amendment was lost on the voices. The Bill was put through all its stages and passed. POLITICAL DISABILITIES Speaking on the second reading of the Political Disabilities Removal Bill Mr Fagan said the Government did not care where an organisations fund’s went to so long as they were voted in a constitutional way. He gave notice of an amendment providing that where a civil servant desired to stand for Parliament he should be granted special leave during which time he would not receive pay or be permitted to perform official duties. The Bill was read a second time, and the Council adjourned at 4.15 p.m. HOUSE OF REPRESENTATIVES (From Our Parliamentary Reporter) WELLINGTON, August 18. Further consideration of the Estimates occupied the whole of today’s sitting of the House of Representatives, apart from formal business. A wide variety of subjects was covered and a total of six classes, representing an expenditure of £996,621, was agreed to. The House rose at 10.30 p.m.
