THE PREMIER’S THREAT REPLY BY MR DUNNING OTTAWA, March 18. (Received March 19, at 5.5 p.m.) Replying to Mr Aberhart’s statement that be will resign before submitting to the proposed Dominion Loan Council controlling borrowings, Mr C. Dunning (Dominion Minister ofj ( Finance) states that apparently the borrower is attempting to dictate the terms to the lepder. No province would be compelled to' join the council, but obviously the Dominion must retain the right to decide the amount of Dominion loans or guarantees it will furnish a province from time to time. Mr Aberhart has been pressing Mr Dunning to lend Alberta 2,000,000 dollars to meet obligations due on April 1.
