UNIVERSITY COUNCIL

MONTHLY MEETING The monthly meeting of the Otago University Council was held yesterday afternoon, and was attended b.y the chancellor (Mr W. J. Morrell), Sir James Allen, Sir Lindo Ferguson, Dr R. J. T. Bell, Bishop Fitchett, Dr James Fitzgerald, Rev. D. C. Herron, Messrs James Wallace, L. D. Ritchie, J. Robertson, J. W. Dove, J. W. Howorth, W. R. Brugh and F. W. Mitchell. A letter was received from the registrar of the New Zealand University stating that classes in Japanese had been instituted in Melbourne by Mr Inagaki. The classes also provided for teaching by correspondence.—lt was decided to post the information on the notice board at the University. The president of the Carnegie Corporation forwarded a general statement as to grants and asked for an annual report regarding library progress. It was stated that 15,000 dollars had been appropriated for the purchase of books. The amount would be paid at the rate of 5000 dollars annually for three years. —The chancellor said he thought they should draw up a report showing that they had already made a good deal of progress in the direction desired by the corporation.—lt was decided that the chancellor, the registrar and the librarian draw up a report on the lines suggested and to thank Dr Keppel for this further instance of the generosity of the corporation.

The registrar of the Victoria College wrote stating that the following were the representatives of the other colleges •n the Conference Standing Committee:— Auckland, Mr T. U. Wells; Victoria, Mr P. Levi; Canterbury, Mr C. T. Aschman. ■ —The letter was received.

The secretary of the Otago Hospital Board reported that Dr R. Kirk had been appointed to the position of senior medical officer.—Noted. Mr I. M. Chirnside and Mr C. Brander wrote resigning their positions at the Dental School as from March 1, 1930. It was decided to write and thank Messrs Chirnside and Brander for their faithful work over a number of years and to wish them success in their future spheres of life. '

Mr H. D. Skinner wrote resigning his position as a- member of the Coloninl Office Recruitment Committee. —Dr Focken was appointed secretary during Mr Skinner's absence from New Zealand.

Dr Fisher wrote recommending the appointment of Mr W. T. Doig to take the course in household and social economics for the Home Science School. — Approved.

It was decided to express the congratulations of the council to Mr D. M. Davin on his selection as a Rhodes Scholar.—The chancellor said that this was the third year in succession that their University had had the honour of having one of its students selected as a Rhodes Scholar. The commissi oner of Crown lands wrote asking if the council desired a further 'period of a five-year control over Mapoutahi pa.—lt was decided to accept control for a further term of five years. AWARD OF SCHOLARSHIPS AND PRIZES. The following recommendations were submitted:— Obstetrical Travelling Scholarship.— Peter Riley. Leask Memorial Medal (Bronze)'. —J. Warren. Scott Memorial Medal (Anatomy).— H. C. Neale. Prize awarded by the Women Musicians of Otago.—Colin Oliver. The recommendations were approved. The chancellor referred to the fact that Dr Riley was a son of the late Dr Riley, and it was decided to congratulate Mrs Riley and her son on the distinction achieved. The dean of the Medical Faculty wrote forwarding the following recommendations regarding the award of prizes:— Batchelor Memorial Medal.—W. B Grieve and W. M. Platts (equal). Marjorie M'Callum Medal.—W. B. Grieve. Junior Clinical Medicine Medal. —H. B. Alexander. Senior Clinical Medicine Medal. —C. G. Riley. ■ Senior Clinical Surgery Medal. —A. C. Begg. It was stated that the faculty had recommended the New Zealand University to award the Medical Travelling Scholarship to" Mr Grieve and Mr Moloney on the understanding that, if either obtained the Obstetrical Scholarship at a later date, the travelling scholarship was to be awarded to the other. The faculty had also recommended the award of the Christie Medal to H; B. Alexander and the Senior Scholarship in Medicine to K. R. Stallworthy. The recommendations were approved. FINANCE, WORKS, AND LIBRARY COMMITTEES.

The Finance, Works, and Library Committees reported having considered a letter from the arts and science faculty regarding rooms to be made available for library extension. —It was resolved to approve of room A, room B, and Dr Bell's private room being made available for library purposes. It was also

resolved to recommend the council to

take preliminary steps immediately in thj direction of providing a new library, and this matter was referred for report to the council to the committee which is to report regarding the possibility of biology extension. The report was adopted.

FINANCE AND HOME SCIENCE COMMITTEES.

The Finance and Home Science Committees . reported having considered the digest prepared by Mr Robertson of Miss Macmillan's report on the activities of the A.C.E. for the months of August and September.—lt was resolved to thank Mr Robertson for the report, and to congratulate Miss Macmillan on the year's work and to ask her to convey the council's thanks to members of her staff.

The committees considered a letter from Miss Macmillan dated November 8 asking the council to approve of a scheme whereby A.C.E. classes would qualify for Government capitation.—lt was resolved that the council agree to becoming the controlling authority of the scheme and that Miss Macmillan be asked to submit her scheme to the council.

The committees approved of the purchase of a new duplicator for the main office at a cost of £65, the Home Science Department to take over the machine at present in the office for £4O and to be allowed £22 by the Typewriter Company for the old machine.

The committees approved of the appointment of Miss E. Wilson and Miss D. Davies as assistants in the Chemistry Department for next year In place of Misses Thomson, Chambers. Davies and Duckworth. The report was adopted. FINANCE AND MEDICAL' COMMITTEES.

The dean of the medical faculty reported to the committees by word of mouth regarding the Sir John Egberts Fund, and authority was given to invest the accumulated balance.

The,committees considered a letter from the dean of the dental faculty recommending the appointment of a full-time qualified dental surgeon and a mechanic for the prosthetic department in place of Chirnside and Brander, who are leaving.—lt was resolved to approve of these appointments.

The committees received the resignation of Mr G. J. E. Hunter from the Department of Bacteriology, the resignation to take effect as from November 30.—0 n the recommendation of the dean of the faculty it was resolved that Dr E. N. Chapman undertake Mr Hunter's work in addition to her other part-time duties until February 29, 1936. The report was adopted. WORKS COMMITTEE.

The Works Committee reported having considered a report from the architects in which it was stated that the automatic stokers at the Medical School wer.i both functioning perfectly.—This was noted.

The architects reported that the co/st of repairing the rt.of gutter at the Museum would be £l2.—This was approved.

Payment certificates amounting to £lB9 12s 2d were passed for payment. Mr Carter wrote on November 5 reporting regarding the storage tanks in the Anatomy Department. He suggested that the outer coating of plaster should be renewed and made thicker.—lt was resolved that this work should be done at a cost of £3, and that the committee's thanks be expressed to Mr Carter. The report was adopted. MUSEUM COMMITTEE.

The Committee of Management of the Museum reported that the registrar had submitted a statement showing the estimated financial position of the Museum at the end of the current year.—This was received, and it was resolved that the registrar write to the City Corporation asking that the total grant be reinstated in 1936.

Mr Skinner reported that certain repairs had been effected to the roof of the main block. He desired that fencing should be erected on the frontage of the new wing, but in view of the high cost he withdrew his application.

Mr Skinner stated that he had been engaged for some time in collecting fads with a view to compiling a history of the Museum. In this connection Mr Matheson had offered to assist him in recording the financial position. —This was noted, the registrar intimating that he would be glad to make available any of his records that Mr Mathesr.i; might desire to inspect. Reference was made to the grant from the Carnegie Corporation for cases for New Zealand birds, it being finally resolved that nothing further could be done in the meantime pending further information from the agricultural section of the Otago Institute. The committee considered a request that extensions be made to the telephone system and it was rssolved to recommend the installation of a telephone with four speaking points, including the Hocken Library. The cost of this would be £2O per annum, and the cost of installation £lß.—The committee recommended that portion of this should be charged against the Arts and General Department. Mr Skinner stated that the Association of Friends of the Museum had advanced £4O for the purchase of a case, and application would be made later for a refund. The report was adopted, I

TENDER FOR STEEL LOCKERS. The tender of Messrs Farra Bros., Ltd., at £l7B 10s for the installation of 100 steel lockers in the new lecture theatre at the Hospital was accepted. It was reported that the honorary staff would make a donation of £IOO towards the cost.
