SWEARING-IN OF MEMBERS MINISTERIAL CHANGES , (British Official Wlreieaii) EUGBY, November 28. The swearing-in of members in both Houses was continued to-day. Tho House of Commons debate on , the Address-in-Eeply to the King’s Speech, which will begin on Tuesday after the State opening of Parliament by his Majesty, is expected to last for the rest of the week.
The opinion in political circles is that the Government will not proceed with major measures before Christmas, , A certain amount of business brought forward from the last Parliament calls for immediate attention. The King has approved of the appointments of Under-secretaries, which complete the reconstruction which the Prime Minister at present has decided to make in the Government. The appointments represent a rearrangement of offices among the present holders, except that Colonel Colville, Secretary of the Department of Overseas Trade, takes the post of Under-secretary for Scotland, which was made vacant by the death of Mr Noel Skelton, and Mr Geoffrey Lloyd, formerly parliamentary private secretary to Mr Baldwin, is a newcomer to the Ministry as Undersecretary for Home Affairs, in place of Captain Euan Wallace, who has gone to the Department of Overseas Trade. A POPULAR APPOINTMENT LONDON, November 28. Mr D. H. Hacking has been appointed Under-secretary for the Dominions, Mr 0. F. G. Stanley Parliamentary Financial Secretary to the Admiralty, and Captain Euan Wallace Secretary to the Department of Overseas Trade. The Sun-Herald says: Mr Hacking’s appointment, which is as popular with dominion representatives as Mr Malcolm MacDonald’s, completes a team that is very sympathetic towards dominions.
