OUTLOOK NOT BRIGHT
SITUATION IN FAR EAST STRONG JAPANESE FORCES LONDON, November 27. The latest advices received in London from the Far East do not clarify the situation. The outlook is anything but good. Apparently the Japanese acted without Chinese co-operation. The Japanese have strong forces, and are in a position to take control, though it is uncertain whether they are at present holding their hands, not desiring further to embarrass themselves on the eve of the Naval Conference.
