REPLACEMENT PROGRAMME NEW YORK, July L (Received July 1, at 11.55 p.m.) ' The Washington correspondent of the New York Herald-Tribune says that Unless a hew treaty is negotiated by the world naval Powers the Administration contemplates the commencement of a battleship replacement programme in January, 1937, on the expiration of the battleship building holiday embodied in the treaty of 1022.
