NEW CENTRAL INSTITUTION OTTAWA, March 11. The new Central Bank of Canada opened to-day, with the banks turning in the present currency for the new brightly-coloured bills, most of which bore portraits of members of the Royal Family. The Government turned over 105,000,000 dollars in gold. The bank will deal only with banks, acting as regulators of business and credit rates.
