KWANTUNG POLICE
DISPUTE OVER COMMAND WHOLE FORCE MAY RESIGN SHANGHAI, October 18. A dispute between the police and the military in Kwantung territory took a serious turn with the resignation to-day of three of the highest officials' of the Kwantung Government as a protest against the decision of the Tokio Cabinet that the Japanese gendarmerie in the three eastern provinces should command the Japanese police, which aroused bitter police opposition. Dairen police headquarters announced the intention to recommend the resignation of the entire fioliee force. Meanwhile the Kwanung army is ready to replace all resigned officers and men with militia.
Dairen is the headquarters of the Administration of the territory of Kwantung, on the Liaotung Peninsula, leased by Japanase.
