THE SALVATION ARMY MEETINGS OF HIGH COUNCIL ( (jollied Press Association.) (By Electric Telegraph—Copyright.) LONDON, August 27. Delegates from 22. countries attended meetings of the Salvation Army High Council to elect a successor to General Higgins. General Higgins presided over , a crowded, meeting at Central Hall, Westminster, and extended a welcome to the , overseas delegates of the High Council. It is expected .that, it, will be two or three days before, the secret ballots give the necessary two-thirds majority. Strong opposition was displayed towards a woman general, otherwise Eva Booth, daughter of the founder, has an excellent chance of being selected. Commissioner Mapp (chief-of-staff) and Commissioner David Lamb are other possibles. Hundreds, including many lasses, were turned away, the hall being packed long before the start. It was the most fervent gathering in recent years. General Higgins declared that the reports of intrigues and jealousies were maliciously false. General Higgins wilj not lie present at the election. - General Higgins announced recently that lie intended to retire on November 1, when he will be 70 years of age.
