RESTRICTION OF PAYMENTS GERMANY FEELS THE PINCH LONDON, July 29. (Received July 30, at 9 p.m.) The Berlin Correspondent of The Times says: " The cumulative effect of the restriction of payments abroad, combined with foreign counter measures, threatens a serious economic situation. A recent meeting between British cotton spinners and German consumers resulted in the appointment of a committee which approached the authorities in au endeavour to finance British deliveries of yarns, outstanding claims /for which amount to £500,000. Negotiations are proceeding."—Times Cable.
